Topic: Network Modernization, 5G operational impacts for the DoD

Dr. Jay Moorman is Senior Vice President and head of LGS Labs, an operating group within CACI’s National Security and Innovative Solutions (NSIS) sector.  In this role, he oversees all research and development programs, product and application development, technical support, business operations, and full life-cycle support necessary to create, deliver and sustain ISR/EW/Cyber solutions for the intelligence community, Department of Defense, and federal markets.

Dr. Moorman leads the multi-disciplinary team that develops signals intelligence, electronic warfare, cyber, sensors, and communication solutions for ground, air, maritime, and space-based applications.  These scientists and engineers are developing the next-generation technology and platforms for the most challenging sensing, communication, and cyber challenges.  This includes technology-based solutions for free-space optical laser communications, remote optical imaging and sensing, wireless communications and spectrum operations, and complex cyber missions.  These systems leverage the teams deep understanding and knowledge in optical and RF communication, 5G cellular, security and deployment of commercial and custom networks, electromagnetic spectrum operations, direction finding, software defined radios, machine learning, data analytics, vulnerability analysis, and deep protocol processing.  Throughout the past decade, these industry-leading solutions are recognized as having mission-critical impact for the U.S. federal government.

Dr. Moorman joined Lucent in 2001 in the Advanced Multimedia and Communications department within Bell Labs. He has more than 20 years of experience in architecture design, systems engineering, software solutions, network protocols, and product development for wireless, cellular, and embedded systems within the automotive, commercial telecommunications, and government communications industries. He has authored and co-authored more than a dozen technical publications related to Quality of Service for wireless and network technologies; has taught multiple courses and lectures on algorithms, programming, and cellular protocols; has served on a number of industry and academic committees; and holds a patent for blind channel detection in a software defined radio. Dr. Moorman is an advocate for continually pushing the boundaries of technology and business by providing unparalleled mission solutions that have a global impact.
